In this book Skagestad joins the growing list of Peirce scholars who despair of finding a "comprehensive, unitary interpretation of Peirce's thought as a whole." Nevertheless he offers us the next best thing: a plausible and lucid analysis of several Peircean doctrines which form, in Skagestad's words, the "broadest possible coherent subsystem." While this approach carries with it all the dangers of selective attention, Skagestad is aware of these dangers and handles them frankly and well.

H. Dohm has amply demonstrated how the cook of Plautus, Pseud. 790ff. exhibits characteristic features of the mageiros of Greek comedy. He has also argued, however, that this scene contains substantial Plautine expansion, comparable with that which has been recognised in the cook scene of the Aulularia. I wish to suggest that Dohm is largely right but that the Plautine expansion is even more extensive than he supposes. In 790–838 Plautus is probably for the most part following his Greek model (...) fairly closely. One can trace a logical sequence of ideas, as follows. Ballio: ‘I couldn't have found a worse cook’ . Cook: ‘Why did you hire me then?’ . Ballio: ‘You were the only one left. And why was that?’ . Cook: ‘I am expensive, but nowadays people look for cheap cooks, who produce only concoctions of seasoned vegetables. That is why men are so short-lived’ . Ballio: ‘You can make men live longer then?’ . Cook: ‘Certainly, for 200 years’ . The cook then proceeds to give a list of his fantastic sauces for fish and meat , until he is cut short by Ballio's ‘Damn your lies’ . We have here a typical comic mageiros: he is loquacious and boastful , claims magic powers , denigrates his rivals , reels off lists of foods, real and fictitious , and uses grandiose language . Within this essentially Greek section there are three short passages which look like Plautine additions. First, Dohm is surely right, following E. Fraenkel, to see 790f. as a Plautine addition. Background: The American Medical Association, the British Medical Association and the Canadian Medical Association have guidelines that specifically discourage physicians from self-prescribing or prescribing to family members, but only the BMA addresses informal prescription requests between colleagues. Objective: To examine the practices of paediatric providers regarding self-prescribing, curbsiding colleagues, and prescribing and refusing to prescribe to friends and family. Methods: 1086 paediatricians listed from the American Academy of Paediatrics 2007 web-based directory were surveyed. Results: 44% of eligible survey respondents returned (...) usable surveys. Almost half of respondents had prescribed for themselves. An equal number had informally requested a prescription from a colleague. Three-quarters stated they had been asked to prescribe a prescription drug for a first-degree or second-degree relative, and 51% had been asked by their spouse. Eighty-six per cent stated that they had refused to write a prescription on at least one occasion for a friend or family member. The following reasons “strongly influenced” their decision to refuse a prescription request: outside of provider’s expertise ; patient’s need for his or her own physician ; not medically indicated ; need for a physical examination. Conclusion: These data confirm that most physicians have engaged in self-prescribing or curbside requests for prescriptions. It can be argued that curbsiding is more morally problematic than self-prescribing because it implicates a third party, and should be discouraged regardless of whether the requester is a colleague, family member or friend. This paper is partly to get rid of some irritation which I have felt at the quite common tendency of philosophers to elucidate ‘is red’ in terms of ‘looks red’. For a relatively recent example see, for example, Frank Jackson and Robert Pargetter, ‘An Objectivist′s Guide to Subjectivism about Colour’. However rather than try to make a long list of references, I would rather say ‘No names, no pack drill’. I have even been disturbed to find the use of (...) the words ‘looks red’ that I am opposing ascribed to me by Keith Campbell in his useful article ‘David Armstrong and Realism about Colour’. I am not saying that such talk is necessarily wrong. Talk of ‘looks red’ may be a way of harmlessly referring to the behavioural discriminations with respect to colour of a human percipient. Where it is dangerous, at least to those of us who wish to argue for a broadly physicalist account of the mind, is that it may have concealed overtones of reference to epiphenomenal and irreducibly psychic properties of experiences. Moreover even if it does not do so it may be fence sitting on this issue and liable to misinterpretation. (shrink)

A crisis continues to brew within the pharmaceutical research and development (R&D) enterprise: productivity continues declining as costs rise, despite ongoing, often dramatic scientific and technical advances. To reverse this trend, we offer various suggestions for both the expansion and broader adoption of modeling and simulation (M&S) methods. We suggest strategies and scenarios intended to enable new M&S use cases that directly engage R&D knowledge generation and build actionable mechanistic insight, thereby opening the door to enhanced productivity. What M&S requirements (...) must be satisfied to access and open the door, and begin reversing the productivity decline? Can current methods and tools fulfill the requirements, or are new methods necessary? We draw on the relevant, recent literature to provide and explore answers. In so doing, we identify essential, key roles for agent-based and other methods. We assemble a list of requirements necessary for M&S to meet the diverse needs distilled from a collection of research, review, and opinion articles. We argue that to realize its full potential, M&S should be actualized within a larger information technology framework—a dynamic knowledge repository—wherein models of various types execute, evolve, and increase in accuracy over time. We offer some details of the issues that must be addressed for such a repository to accrue the capabilities needed to reverse the productivity decline. (shrink)

This bibliographical study involved first the exploitation of four data-banks: Medline, CNRS, Bioethics and AIDS, with the following key words (in conjunction with AIDS): ethics, human rights, confidentiality, legislation, jurisprudence. A total of 412 references were listed between 1983 and the end of 1987. Examination of the quantitative increase of articles over these years shows that, while references to AIDS and/or HIV infection--referred to as 'AIDS' for brevity--increased by about one third per year, the number of papers treating ethical problems (...) linked to AIDS doubled each year. This increase makes it clear that these problems are important and pressing, that they are evolving rapidly and can be given no easy solution. After reading and analysis of accessible articles in readily comprehensible languages, the different themes can be classified in two categories: 1: Measures intended to protect society (starting with the most coercive); quarantine and isolation; discriminatory measures concerning specific groups; non-respect of the confidential nature of medical information; application of the penal code; screening; obligatory declaration and registration; testing of blood given by donors; vaccination and medical innovations, therapeutic assays; information, education. 2. Measures intended to protect the individual: fundamental rights of the patient: his/her right to confidentiality, to information and to treatment; civil rights: civil liberty, right to education, right to work, etc...; rights of the healthy individual: right of those in contact with the patients, safety of hospital staff, of those receiving blood-transfusions, etc... The legislation adopted in the various countries and the main opinions to be found in these articles are listed and analysed, and for each particular theme it is possible to refer to a list of the 232 most important articles. While the debate seems to concentrate on the conflict between the right of society to protect itself against the spread of infection and the 'civil' rights of the infected minorities, our conclusion tends to reduce this antagonism, showing that, particularly as far as the confidential nature of medical information is concerned, measures intended to protect the individual also protect society. Libertarianism—and classical liberalism generally—entails (or presupposes) a specific, but implicit, conception of liberty. Imagine two lists of property-rights: one list is all those that currently appear to be libertarian (self-ownership, property acquired by use of natural resources, property acquired by consensual exchange, etc.); the other list is all those that currently appear not to be libertarian (aggressively imposed slavery, property acquired by theft or fraud, property acquired by coerced transfers due to welfare claims, etc.). What determines into which (...) list a property-right is to be assigned? If libertarianism is really about liberty, then the determining factor must be whether the property-right somehow fits what liberty is in a more abstract sense than property. It greatly clarifies matters to have an explicit theory of this entailed conception of abstract liberty and how it relates to its practical application and to morality. (shrink)

This work is an invaluable aid to Heidegger scholars. It brings the bibliography of Heidegger to completion through 1967. The work begins with a presentation of the writings of Heidegger in chronological order. Next the author lists all the translations of Heidegger's works, following the order in which those works were presented in the previous section. It is interesting to note that there are no less than four translations of Sein und Zeit in Japanese. The literature on Heidegger comes next. (...) It is presented year by year, with the authors within a single year listed alphabetically. This section includes both books and articles. A spot check reveals inevitable omissions and mistakes. No entry occurs for the partial translation of Vom Wesen des Grundes in The Search for Being, trans. and ed. by J. Wilde and W. Kimmel, pp. 507-520. The fascinating fact that Gilbert Ryle reviewed Sein und Zeit in Mind, 38, pp. 355-370) is obscured by referring to "Ryle, E." in both the entry and the index. This is unfortunate because of the many favorable things that Ryle has to say about Heidegger in this review. None of the good articles and translations of originally foreign articles into English on Heidegger that appear in Philosophy Today are to be found. Helene Weiss' "The Greek Conception of Time and Being in the Light of Heidegger's Philosophy," Philosophy and Phenomenological Research, II, pp. 173-187 does not appear, although an article on Heidegger in the previous issue of the same journal does. There is no index of topics but only of authors. Building on H. Lübbe's twelve-year old bibliography this work is of great service to Heideggerians.--J. D. C. (shrink)

The review cites the “Open Society” twice in its title—and is clearly pro-Popperian—but then fails to mention the fourteen-point list, and surrounding discussion, that explicitly compares Popper’s critical rationalism with anarcho-libertarianism (strong similarities) and liberal democracy (strong dissimilarities); EfL, pp.135-142. If the review had engaged more closely with the arguments of EfL and been more informed by the relevant social scientific literature, then it would probably have found the anarcho-libertarian case to be far more robust and realistic than such (...) a cursory dismissal can hope to refute. This book is a valuable contribution to the growing list of works appearing in English on Heidegger. Its special merit lies in the fact that its author brings to his discussion of Heidegger a familiarity with Anglo-American analytic philosophy. The author explains Sein und Zeit in a language with which any student of analysis would be comfortable. By way of example, Schmitt refers to Heidegger's idea of fundamental ontology by noting "a reform of talk about being involves a reform (...) of talk about human beings." The book does not attempt to recap all of Sein und Zeit but provides the reader who approaches that work for the first time with the basic concepts needed. The author's basic claim is that in Sein und Zeit Heidegger is making new "conceptual recommendations" for our understanding of man and the world. This represents, Schmitt argues, a break with his earlier, pre-Sein und Zeit and Husserlian conviction of the existence of an a priori and ideal language and its "objective meanings." The whole discussion of Sein und Zeit's idea of language is more original and illuminating than anything yet to appear in English. As the title of the work indicates, the author regards Heidegger's main contribution to lie in the theory of man, and he sees the celebrated "turn" as testimony to the failure of Sein und Zeit to provide a new way of speaking about being. But even as a theory of man, Schmitt warns, Sein und Zeit is blind to the social and the communal. Schmitt's book is a challenging and illuminating introduction of Sein und Zeit for the American reader and one which no Heideggerian can afford to miss.--J. D. C. (shrink)

We also give (...) numerous tables, figures, formulae, and reviews of topics such as Higgs Boson Physics, Supersymmetry, Grand Unified Theories, Neutrino Mixing, Dark Energy, Dark Matter, Cosmology, Particle Detectors, Colliders, Probability and Statistics. Among the 117 reviews are many that are new or heavily revised, including those on Pentaquarks and Inflation. The complete Review is published online in a journal and on the website of the Particle Data Group. How many words is a bilingual 2-year-old supposed to know or say in each of her languages? Speech and language therapists or researchers lack the tools to answer this question, because several factors have an impact on bilingual language skills: gender, amount of exposure, mode of acquisition, socio-economic status and the distance between L1 and L2. Unfortunately, these factors are usually studied separately, making it difficult to evaluate their weight on a unique measure of vocabulary. The present study measures the (...) contribution of the following factors to the vocabulary scores of bilingual toddlers: i) gender; ii) sibling ranking; iii) relative amount of exposure to each language; iv) mode of exposure; v) SES; vi) linguistic distance; vii) language spoken between parents. Close to the child’s second birthday, parents of 278 UK-based bilinguals completed successively: a 100-word version of the Oxford-CDI, the CDI in the child’s Additional Language, a family questionnaire, and the Language Exposure Questionnaire. Thirty-six British-English-AL pairs were considered, with languages contrasted on a second-language-learning scale : for example, Dutch and French are close to British-English, while Polish or Cantonese are more distant. Data from the corpus were included in two mixed-effect models, one with the English scores in comprehension as the dependent variable, and the other with production scores. The seven factors listed above were included as predictors. The amount of English exposure was the strongest predictor of comprehension scores = 9.35, p <.005, β = 0.02, t = 3.08, p <.005), followed by the language that parents speak between themselves = 14.94, p <.001, β = 1.37, t = 3.76, p <.0005), linguistic distance = 6.92, p <.01, β = -0.74, t = -2.66, p <.01) and age = 4.86, p <.05, β = 0.55, t = 2.17, p <.05). In production, gender = 13.57, p <.0005, β = -0.91, t = -03.72, p <.0005), amount of exposure to English = 13.57, p <.0005, β = -0.91, t = -03.72, p <.0005), the language that parents speak between themselves = 11.85, p <.005, β = 1.09, t = 3.41, p <.001), and the mother’s occupation = 4.51, p <.05, β = 0.63, t = 2.13, p <.05) were the significant predictors. The more English parents use to address one another, the more English words the child says and understands. This surprising result could be simply explained by the fact that parents who speak English together are also more likely to speak English to their child. The main results of this study is that linguistic distance is a powerful predictor of toddlers’ vocabulary in English, with children learning two close languages growing their vocabulary faster than those learning distant languages. In a famous lecture in 1900, David Hilbert listed 23 difficult problems he felt deserved the attention of mathematicians in the coming century. His conviction of the solvability of every mathematical problem was a powerful incentive to future generations: ``Wir müssen wissen. Wir werden wissen.'' (We must know. We will know.) Some of these problems were solved quickly, others might never be completed, but all have influenced mathematics. Later, Hilbert highlighted the need to clarify the methods of mathematical reasoning, using (...) a formal system of explicit assumptions, or axioms. Hilbert's vision was the culmination of 2,000 years of mathematics going back to Euclidean geometry. He stipulated that such a formal axiomatic system should be both `consistent' (free of contradictions) and `complete' (in that it represents all the truth). Hilbert also argued that any wellposed mathematical problem should be `decidable', in the sense that there exists a mechanical procedure, a computer program, for deciding whether something is true or not. Of course, the only problem with this inspiring project is that it turned out to be impossible. (shrink)

One is happy to add this book to the growing list of commentaries on translations of Jaspers’ work which have been appearing in English recently. Samay’s approach to Jaspers underlines one of the most refreshing aspects of this "existentialist’s" work, viz., his concern with the problem of reason, both scientific and philosophic. Like Kant and Husserl, Jaspers’ thought develops out of a confrontation with modern science. Like Kant, Jaspers strives to grant the mathematical sciences the autonomy which befits them (...) but also to show forth their limits. The unique entity to which science has no access Jaspers calls "Existenz," free and individual human being. While this entity eludes science it does not belong to the real of the irrational but to that of philosophic reason. After an introduction to the fundamental concepts of Jaspers’ thought, Samay studies first reason in science and then reason in philosophy, and then offers some "general conclusions." Background In the EU, clinical assessors, rapporteurs and the Committee for Medicinal Products for Human Use are obliged to assess the ethical aspects of a clinical development program and include major ethical flaws in the marketing authorization deliberation processes. To this date, we know very little about the manner that these regulators put this obligation into action. In this paper, we intend to look into the manner and the extent that ethical issues discovered during inspection have reached the deliberation processes. (...) Methods To gather data, we used the Dutch Medicines Evaluation Board database and first searched for the inspections, and their accompanying site inspection reports and integrated inspection reports, related to central marketing authorization applications of drugs submitted to the European Medicines Agency from 2011 to 2015. We then extracted inspection findings that were purely of ethical nature, i.e., those that did not affect the benefit/risk balance of the study. Only findings graded at least major by the inspectorate were included. Lastly, to identify how many of the ethically relevant findings reach the application deliberation processes, we extracted the relevant joint response assessment reports and reviewed the sections that discussed inspection findings. Results From 2011 to 2015, there were 390 processed applications, of which 65 had inspection reports and integrated inspection reports accessible via the database of the Dutch Medicines Evaluation Board. Of the 65, we found ERFs in 37. The majority of the ERFs were graded as major and half of the time it was informed-consent related. A third of these findings were related to research ethics committee processes and requirements. Of the 37 inspections with ERFs, 30 were endorsed in the integrated inspection reports as generally GCP compliant. Day 150 joint response assessment reports and Day 180 list of outstanding issues were reviewed for all 37 inspections, and none of the ERFs were carried over in any of the assessment reports or list of outstanding issues. Conclusion None of the ethically relevant findings, all of which were graded as major or critical in integrated inspection reports, were explicitly carried over to the joint assessment reports. This calls for more transparency in EMA application deliberations on how ERFs are considered, if at all, in the decision-making processes. (shrink)

The aim of the present investigation was to describe and to classify significant ethical problems encountered by the members of the staff during the daily clinical work at a hospital medical department. A set of definitions was prepared for the purpose, including the definition of a 'significant ethical problem'. During a three month period 426 inpatients and 173 outpatients were admitted. Significant ethical problems were encountered during the management of 106 in-patients (25 per cent) and 9 out-patients (5 per cent). (...) No significant difference was found between the frequency of ethical problems in female and male patients, but a positive correlation was noted between the number of problems and the patients' age. The problem types were classified according to a problem list. The results of this investigation suggest that greater attention must be paid to discussions about ethical problems among doctors and other categories of health personnel and that, among others, medical students ought to be taught the analysis of ethical problems. This paper explores the managerial aspects of the relationship with stakeholders, under the assumption that transfer of knowledge is being made from relationship marketing and market orientation perspectives. These marketing tools may prove useful to manage the relationship with other stakeholders, as has been the case with customers. This study focuses on a sample of Spanish companies representing 43% of listed companies with the largest market capitalization. Given that this is the first time that corporate relationship with stakeholders is analyzed (...) in Spain, a qualitative technique (case analysis) was used. The main conclusion of the study is that most of the participant companies have a reactive position vis-à-vis stakeholders management systems. This attitude is reflected in their concern exclusively about ethical indexes managers. (shrink)

OBJECTIVES: To compare 2005 and 1995 ethics guidelines from journal editors to authors regarding requirements for institutional review board (IRB) approval and conflict-of-interest (COI) disclosure. DESIGN: A descriptive study of the ethics guidelines published in 103 English-language biomedical journals listed in the Abridged Index Medicus in 1995 and 2005. Each journal was reviewed by the principal author and one of four independent reviewers. RESULTS: During the period, the proportion of journals requiring IRB approval increased from 42% (95% CI 32.2% to (...) 51.2%, p<0.001) to 76% (95% CI 66.4% to 83.1%, p<0.001). In 2005, an additional 9% referred to the Declaration of Helsinki or the International Committee of Medical Journal Editors' Uniform requirements for ethical guidelines; 15% (95% CI 8.5% to 22.5%, p<0.01) provided ambiguous or no requirements. The proportion of journals requiring COI disclosure increased from 75% (95% CI 66.6% to 83.3%, p<0.05) to 94% (95% CI 89.4% to 98.6%, p<0.05); 41% had comprehensive requirements, while some addressed only funding source (6%), were vague (10%) or both (14%). Criteria for authorship rose from 40% (95% CI 30.5% to 49.5%, p<0.05) to 72% (95% CI 63.3% to 80.7%, p<0.05). Journals with higher impact factors were more likely to require IRB approval (p<0.01). Journals in anaesthesia and radiology all required IRB approval; requirements in other disciplines varied. CONCLUSIONS: Instructions to authors regarding ethical standards have improved. Some remain incomplete, especially regarding the scope of disclosure of COI. The ethical guidelines presented to authors need further clarification and standardisation. (shrink)

Summary In his book Serpentum et Draconum Historiae Libri Duo, the sixteenth-century Italian naturalist Ulisse Aldrovandi described and illustrated an alleged dragon that had supposedly been killed in 1572. The ?dragon? became famous and was the centrepiece of Aldrovandi's museum. The specimen, a long-necked, long-tailed, scale-covered biped with a thickened torso and a forked tongue, was unlike any currently known bipedal animal and is therefore suspicious. Even so, an explicit description of its true nature has not been published before now. (...) Here we examine Aldrovandi's description and illustration, compare these with extant animals, and conclude that the specimen was a taxidermic hoax. It was made by attaching the forelimbs of a common toad (Bufo bufo) to a European grass snake (Natrix natrix) the midsection of which had been replaced by that of a fish. Fake dragons abounded in the museums of Renaissance Europe, but only in a few cases has the mystery of their true nature been investigated. Aldrovandi's dragon can now be added to the list of such solved zoological mysteries. (shrink)

Energy is a crucial concept within classical and quantum physics. An essential tool to quantify energy is the Hamiltonian. Here, we consider how to define a Hamiltonian in general probabilistic theories—a framework in which quantum theory is a special case. We list desiderata which the definition should meet. For 3-dimensional systems, we provide a fully-defined recipe which satisfies these desiderata. We discuss the higher dimensional case where some freedom of choice is left remaining. We apply the definition to example (...) toy theories, and discuss how the quantum notion of time evolution as a phase between energy eigenstates generalises to other theories. (shrink)

This paper describes the Electronic Schoolbag, a digital workspace developed at the University of Savoie (France) and analyses its usages. This online environment is dedicated to the educational world: it offers pupils, students, teachers, school staff, or parents, personal and group workspaces in which individual or collaborative activities can take place. The flexibility of this software, allowing synchronous or asynchronous activities, lies in the “participation model”. This model allows groups themselves to describe and organise their activities. The architecture that permits (...) its implementation in the Electronic Schoolbag workspace is described. The study of the practices of the workspace is then presented. This requires different observation methods, according to the different procedures chosen: real practices provided by quantitative methods (analysis of the logs of the actions and questionnaires) and imagined practices provided by qualitative methods (semi-directive interviews). The results obtained from the university users allow us to assess the evolution of the usages for different periods and on different university sites. The observatory also lets us list the main uses of the Electronic Schoolbag for educative communication (collaborative vs. individual, informative vs. communicative). (shrink)
